Veterans Affairs Canada (VAC) uses the complex process shown below. When VAC talks about a 16 week process time they are referring to the time it takes to complete step 5 only. Estimated times to complete each stage are listed below.

Expected Wait-Times Based on Veterans' Experience

Steps 1 to 3 Some veterans have reported waiting 6 to 8 weeks for VAC to send them the forms for their doctor to fill out. However, the most likely wait time is 2 to 3 weeks from the time you send in your disability claim
Step 5 This is where you can expect a significant wait. Some veterans have reported that they waited two years to get an initial decision on their claim. However, currently you can expect to wait 9 to 14 months to get your decision.
Steps 6 to 9 If your claim is denied and you decide to ask for a Review you can expect to wait 9 to 12 months to get a hearing before VRAB. You will attend the hearing either in person or by phone but your BPA Advocate will do most of the talking.
Step 15 If your Review is successful you will be given more forms to complete and once you return this to VAC you can expect to wait 6 to 9 months to get a decision on your assessment.
A Review
Steps 6 to 9
If you calculate an assessment based on the Table of Disabilities that is higher than the assessment calculated by the VAC Disability Adjudicator, then you will want to ask for a Review. This puts you back at step 6 and another 9 to 12 months to wait.  The good news is that if VRAB increases your assessment then you're finished - no more VAC.
Steps 10 - 11 If your VRAB Review was unsuccessful you can ask for an Appeal. This is done by written submissions that your BPA Advocate will submit on your behalf. You can expect this will take 9 to 12 months to get a decision.
